KANATA RECREATIONAL MEN’S HOCKEY LEAGUE BYLAWS 2009-2010
THE PLAYING RULES WILL BE THOSE LOCATED IN THE 2009-2010 HOCKEY CANADA RULEBOOK/CASEBOOK COMBINATION WITH THE FOLLOWING EXCEPTIONS.
The purpose of this document is to provide you with information regarding the KRMHL. Everything you need to know regarding your participation in the league is in this document.
1 GAME TIMES
a) Games will be played once a week accordingly to the schedule. Games are either played on a Tuesday @ Jack Charron Arena (10 p.m) or at the Kanata Recreational Complex (9:30 p.m. or 10:30 p.m.).
b) The games will consist of two 21 minute periods with the last two minutes of the second period stop time if the score differential is two goals or less, i.e. 6-4.
2 LIABILITY
Players participating in the Kanata Recreational Men’s Hockey League acknowledge that there is a risk of being injured when playing the game of hockey. Teams are encouraged to purchase insurance and this can be obtained from the Canadian Adult Recreational Hockey Association (CARHA). All information regarding coverage can be found @www.carha.ca/membership/index.htm or you can call directly at 748-5646.
a) All players must wear a CSA approved helmet. All goalies must wear a CSA approved helmet and mask. To reduce the potential for injuries, players are ENCOURAGED to wear a facial shield (cage or visor).
b) All participants shall indemnify the Kanata Recreational Men’s Hockey League and its Administrator’s and Officials against any loss, damage, injury or death suffered by any person arising from playing in this League. It is mandatory for every participant to complete a Waiver form prior to the first game of the 2009-2010-hockey season.
c) No alcoholic beverages or narcotics may be brought into the facilities. Any player caught intoxicated while participating will be asked to leave and may be suspended for future games.
d) The Kanata Recreational Men’s Hockey League is a RECREATIONAL hockey league. In this regard there will be ZERO TOLERANCE for unfair play, unsportsmanlike conduct, for personal reactions that are in default of this code. We trust that you will respect this code and that all participants enjoy their hockey.
3. COMPOSITION OF TEAMS AND ELIGIBILITY
a) Each team must have a minimum of 12 players or maximum of 25 listed on their roster sheets. It is recommended that you identify 25 potential players as those listed on the roster sheets are the only players eligible to play for your team.
b) Each team is allowed 4 players under the age of 30, the remaining players on the roster must be 30 years of age or older. Please note that Goaltenders will be exempt from this age category rule.
c) NEW: A PHOTOCOPY OF A DRIVER’S LICENSE OR BIRTH CERTIFICATE WILL BE REQUIRED FOR EACH PLAYER LISTED ON THE ROSTER SHEET. THIS WILL HAVE TO ACCOMPAINIED THE ROSTER SHEET SUBMITTED PRIOR TO THE FIRST GAME. PLEASE NOTE THAT 30 YEARS OLD WILL BE DEFINE AS TURNING 30 DURING THE HOCKEY CALENDAR YEAR.
c) A team must have a minimum of 6 skaters and a goalkeeper for the game to take place. A violation of this rule will be considered a game forfeit and two points will be awarded as a win to the other team. NOTE: In situations when a game has been forfeited due to the aforementioned, the referee’s will not officiate the hockey game.
d) Eligibility to participate in the playoffs, a player must play in a minimum of 6 regular season games.
e) GOALIES (NEW) Goalies will be exempt from the 6 game rule; however all Goalies must be listed on your original roster sheet and are required to sign a waiver form prior to playing in a regular schedule or playoff game. For a violation of this rule the game will result in a forfeit.
4. RULES
Our objective is to operate a safe and fun hockey league in which the rules are strictly enforced and where appropriate action will be taken against those who contravene the rules.
a) Time duration for penalties
Minor 3 minutes time served
Major 7 minutes time served
Misconduct 13 minutes time served
NOTE: a player receiving a game misconduct or gross misconduct for an incident considered of a serious nature may receive longer suspensions after the incident is reviewed by league organizers.
b) Any player receiving a Major penalty during a hockey game will automatically receive a game ejection.
c) Any player receiving 3 Minor penalties during a game will automatically receive a game ejection.
d) Any player receiving a Misconduct, Game Misconduct, or Gross Misconduct within the last 10 minutes of a hockey game will receive a game ejection + an additional 1 game suspension starting with that team’s next game.
5. FIGHTING PENALTIES
a) A major and automatic game ejection will be assessed to any player who participates in a fight. The following suspensions will apply to any player who is assessed a major penalty for fighting.
FIRST FIGHT 6 GAMES
SECOND FIGHT REMOVED FROM THE LEAGUE FOR1 YEAR FROM DATE OF SECOND FIGHT
b) Where a player has been identified as the “instigator” or “aggressor” during a fight, that person shall be assessed a minor penalty plus an additional a 1 game suspension in addition to the aforementioned fighting suspension.
6. MATCH PENALTIES
a) When a player has been assessed a Match Penalty, he will receive an automatic game ejection. In addition, that player will receive an automatic 6 (six) game suspension starting with that teams next game.
b) A player receiving a second Match Penalty in the same season will be suspended from the League for one year from the date of the second Match Penalty.
NOTE: When an injury results from a Match Penalty, the player in question shall be suspended indefinitely until a review has been completed.
c) Any player, who is ejected from a game for any reason, must immediately leave the ice surface and proceed directly to the dressing room. If that player wishes to watch the remainder of the game, they may do so from the stands. Failure to obey this rule will result in an additional suspension of no less than 2 games.
d) For every 55 minutes in penalties a player accumulates, he will be assessed a two game suspension. At 100 minutes of penalties, the player will be suspended for the remainder of the season.
e) Any player involved in an off-ice incident, including the dressing rooms, tunnel, stands or parking lot, are subject to a suspension of a minimum of 4 games and can be increased at the discretion of the KRMHL administrators depending on the circumstances of the incident.
7. BODY CONTACT/CHECKING TO THE HEAD *****************************
Deliberate body contact will not be tolerated in the KRMHL. A Minor or Major penalty, at the discretion of the Referee, based on the intent and the violence of the impact shall be assessed to any player who intentionally boards, pushes, shoves for the purpose of making contact with an opponent.
Checking to the Head was introduced as a new rule emphasis for 2002-2003. Please be aware of the penalties and suspensions regarding this new rule. The penalties will be assessed accordingly based on the intent and degree of impact:
a) Minor + Automatic Game Misconduct
b) Major + Automatic Game Misconduct (+ 1 Game Suspension)
c) Match + Automatic Game Misconduct (+ 6 Game Suspension)
8. CHANGE ON THE FLY/RED LINE
We will be playing with the ‘Change on the Fly’ rule as follows: 1- change at the end of a period, 2 – change after a goal or penalty call; 3 – change within the last two minutes of the game, provided that the game is within two goals and it is in stop time.
We will be playing without the red line for the purpose of having no off-side passes called (2 line pass); however the red line will still be in effect for icings.
